BID Governance


The Operational Plan outlines the following for BID governance:

The BID will be governed by the BID Board comprised of property owners, business owners, business tenants, and residents, representing a wide variety of geographic sub-areas and use-types within the Downtown Asheville BID.

A 15-member BID Board (plus 4 ex officio members) is anticipated with the following considerations: 

  • A mix of small and large properties or businesses 
  • Use-type representation, such as office, retail, dining, hospitality, residential, and non-profit (if a voluntary contributor) 
  • Geographic representation 
  • Representation from tenants that are not property owners 

Given the above considerations, a suggested composition for the BID Board is as follows: 

  • Three (3) major property owners (combined taxable value over $1.5 million) 
  • Two (2) large property owners (combined taxable value between $500K-$1.5 million) 
  • Two (2) small property owners (combined taxable value of less than $500K) 
  • Two (2) residents (who own a dwelling within the district that is the primary place of residence) 
  • One (1) resident tenant (who rents primary place of residence within the district) 
  • One (1) retail tenant  
  • One (1) food & beverage tenant
  • One (1) office tenant 
  • One (1) at-large 
  • One (1) Community Council representative 

Ex officio/non-voting seats include: 

  • City Manager or designee 
  • County Manager or designee 
  • Representative of the Downtown Commission
  • City Council member

Board members will serve staggered three-year terms and can serve a maximum of two successive terms. 

The above description of the initial BID Board, including terms of service, will be submitted to the City Council with the completed Operational Plan.  

A nominating window for the initial board will be open to stakeholders TBD. After the nomination window, nominees will be narrowed down to an initial board slate by the BID Steering Committee. Subsequent elections of Board members will be governed by the BID Board. 

After approval by City Council to create the BID, a Request For Proposal (RFP) will be issued by the City for a BID management organization. Once an organization has been selected, the entity will conduct a nominations process as well as create a nominating committee.  Election of the Board members will be governed by the BID Board, which will then present a proposed slate to City Council for final acceptance.

The BID will also have a Community Council that will serve in an advisory capacity with members that represent downtown social services, Asheville Downtown Association, The Block, Explore Asheville, Go Local Asheville, Downtown Asheville Residents Network (DARN), Asheville Independent Restaurant Association, Asheville Hotel Association the Asheville Chamber and other stakeholder groups.
